Scheme could enable reopening and provide nine new flats on Mill Hill Road
August 28, 2025 A planning application has been submitted to Ealing Council proposing the addition of three residential storeys above The Talbot pub at 1 Mill Hill Road, Acton. The scheme, designed by Planning Architecture on behalf of the applicant, seeks to retain and refurbish the existing public house while creating nine new flats above, including affordable housing units. The Talbot, a locally recognised landmark, occupies a prominent corner site at the junction of Mill Hill Road and Cheltenham Place. While not listed or located within a conservation area, the pub is considered to have historic and architectural value. Built in the late 19th century, it has long served as a social hub for the surrounding community. The building comprises a ground-floor bar, basement storage and office space, and upper floors that previously housed residential accommodation. The pub has been vacant for since the end of 2023. The proposed development (application reference 252898FUL) would retain the existing structure and add three new floors above, bringing the total height to six storeys. The design includes a mix of one-, two-, and three-bedroom flats, each with private amenity space. The ground floor would continue to operate as a pub, with improved public realm and active frontage along Mill Hill Road. The applicant argues that the scheme responds sensitively to the surrounding urban context, which includes a mix of Victorian terraces and more recent residential blocks. The design incorporates setbacks and material transitions to distinguish the new extension from the original building, while maintaining visual coherence with neighbouring properties. The proposal also includes secure cycle storage, refuse facilities, and step-free access to all residential units.
The site’s Public Transport Accessibility Level (PTAL) is rated 5, making it suitable for a car-free development under London Plan guidelines. The application follows pre-application discussions with Ealing Council and reflects feedback on massing, daylight access, and amenity provision. The design team states that the scheme aims to contribute positively to the borough’s housing targets while preserving the character of a well-known local building.
