Ballots scheduled for early next year as part of regeneration strategy

Ealing Council is preparing to hold ballots for a proposed Business Improvement District (BID) in North Acton, following Cabinet approval. If successful, the BID would begin its first five-year term on 1 June 2026, aiming to support local business resilience, environmental improvements, and community engagement.
The proposal, which was given the green light at a meeting this Wednesday, includes two separate ballots: one for business occupiers (scheduled to conclude on 18 February 2026) and one for property owners (scheduled for 19 February 2026). Both ballots must pass for the BID to be established, in accordance with national BID regulations.
The BID area covers 89 eligible properties and is situated within the Old Oak Park Royal Opportunity Area—London’s largest regeneration zone and future home of the HS2 interchange at Old Oak Common. The zone is expected to accommodate approximately 25,500 new homes and 65,000 jobs over the next 30 years.
The BID would generate an estimated £3.19 million over five years, with occupiers contributing 2% of rateable value (capped at £25,000) and property owners contributing £1 per square foot of net internal area (capped at £33,000). The funds would be used to deliver services such as street cleansing, security, cultural activation, and business support.
West London Business is the BID proposer and has developed the business plan in consultation with local stakeholders. The council has said that the proposals align with its strategic objectives, including job creation, climate action, and reducing inequality. No veto is currently anticipated.
The BID would operate as a single entity, with one board overseeing both levy streams. Legal and financial arrangements—including a Baseline Services Agreement and Operating Agreement—will be finalised if the ballots are successful.
