The Ealing Borough planning committee is due to meet this Wednesday evening (5 April) to decide on a planning application for a development at Cloister Corner which includes 6 buildings up to 17 storeys high.

The councillors who will vote on the application have been presented with a report from borough planning officers recommending approval for the scheme which is being proposed by Barratt London. The same company also developed the adjacent Western Circus scheme.

A group of residents is planning a protest at 6pm outside Ealing Town Hall ahead of the meeting.

The site, which has been the location for a number of previous applications, is at the junction of the A40 (Western Avenue) and Horn Lane. The scale of the development has been increased from previous designs by the removal of parking provision at the site.

If approved there will be 300 flats built at the site with the second tallest tower 15 storeys in height.

55 residents as well as one local councillor lodged objections to the scheme. Grounds for objection include the scale of the development which some feel is inappropriate in the context of existing housing on Park View. Concerns have also been raised about traffic, noise and air pollution as well as the pressure on services. There are security worries about the proposed pedestrian route from Cloister Road.

The site has not been designated for tall buildings under the London Plan Policy but development at the proposed scale is allowed if the impact is deemed acceptable.

The council planners conclude, “The overall scale/ height of the proposed development is not considered out of place in the local context and would provide an appropriate transition between the much taller buildings to the east and the lower rise housing to the south and west. In terms of the bulk and scale of the development it is therefore considered to be acceptable.”

The developer says in material issued as part of an earlier consultation, “We understand the challenges taller buildings can bring, and Allies & Morrison are using their experience to create a sensitive and considerate approach for Cloister Corner, while delivering the homes that Ealing needs. The taller buildings will be much more slender compared to the existing consent. The taller buildings will also be located along the A40, with much lower buildings nearer to Cloister Road, Cecil Road and Park View.”
